Mr Peter Lai (Deputy Secretary for Constitional Affairs) telephoned to thank us for our letter of 11 August and to check that we had no objections to his circulating it. I confirmed that we had none. I also said that he should not feel he need reply to the letter: these were just some ideas à toutes fins utiles.
2.
He said that the next meeting of the Working Group was now fixed for 20 August. He would aim to stress the particular need to think hard about how we handle the Election Committee: not that he disagrees with the preferred option (though he would quite like to go to the Chinese, and propose an 800-man Election Committee - all members of it to be elected), but he agrees we need to have our eyes wide open to the consequences.
Mr Michael Sze (Secretary for Constitutional Affairs) has now returned to the office.
