The following were the main points discussed at a meeting between the Governor and Messrs Hum and Ricketts on 28 July:-

The Secretary of State's Visit: Constitutional issues The Governor said that he had spoken again to the Secretary of State on the way to the airport. The Secretary of State had agreed that there was no need for a meeting of OPDK in September. Mr. Hum said that he would check this on his return to London and confirm it by telegram.
The Governor said that we would continue to take forward our thinking on the various
constitutional issues, with input from the FCO and JLG. The main subjects were: the
composition of ExCo; the concept of a hinge between ExCo and LegCo; replacing OMELCO by LegCo Committees and a LegCo secretariat; ways of making the Governor accountable to LegCo; our policy on Advisory Committees; the number of directly elected seats in 1995; the composition of an Election Committee; the composition of functional constituencies; the Boundary and Election Commission; the composition of Municipal Councils and District Boards; the voting age; voting systems; and how we should carry out consultation in Hong Kong on these various issues. Associated with these specific issues were the question of how we should inform the Chinese beforehand and consult them afterwards; how the proposals should actually be drafted in the Governor's Address to LegCo; and how these proposals should be promoted within the community. We would also have to draw up a critical path of all the action that would need to be taken prior to 7 October. We would not be looking at other transitional issues such as the nationality restriction in LegCo, the requirement for members of LegCo to uphold the Basic Law or the Basic Law provision for a partly bicameral voting system.
