The Governor proposes that all members of the 1995 Election Committee should themselves be elected, and that the elected members of the District Boards should form the bulk of the Committee. Any registered elector would be eligible for election by the Committee. The Governor suggests that the
voting method to be used should be left open for discussion with the Chinese.
Other Provisions of the Basic Law
The Governor proposes that we should not seek to conform with the following stipulations of the Basic Law:
(i) the Nationality Rule, which restricts the number LegCo members who may be foreign nationals to 20%. This is politically highly unattractive, (but there are unlikely in practice to be many successful candidates at the 1995 elections with foreign nationality or right of abode).
(ii) the requirement that members of LegCo should uphold the Basic Law.
