I submit a first draft of a minute from the Secretary
of State to the Prime Minister and OPD (K) colleagues on the
Governor's constitutional proposals. This draft reflects
comments from Mr Hum.

I suggest that we aim to discuss it with the Governor and his policy team in Hong Kong. I am therefore sending a copy in advance by fax to Martin Dinham.
