1. During his stay in Hong Kong this week, Mr Ricketts (HKD)
has been working with Mr Galsworthy (UKRep JLG) and HKG
on constitutional issues officials on a draft speaking note which the Secretary of State might use with Qian Qichen in New York on 25 September.
2.
You considered that the Secretary of State might like to
glance at the latest draft over the week-end, as part of the
preparation for his office meeting on 14 September. I
therefore submit the draft just received from Hong Kong, with
manuscript amendments by the Governor. On his return Mr
Goodlad may have views on this, particularly in the light of his visit to Hong Kong.
Nor has Mr Davies (FED) yet seen it.
