Non-military cooperation, while having an interest in issues on regional peace and security.

The Forum will maintain the closest possible relations with regional institutions, particularly APEC and ASEAN, but also PECC, PBEC and SPF (South Pacific Forum) to ensure a free flow of information between the Forum and these organisations. While the Forum meetings and the work of its standing committees are intended to complement the activities of these institutions, the Forum will determine an independent agenda.

The participating Parliamentarians will be from the Asia Pacific region. In its formative stages the Forum membership be limited to Parliamentarians from the legislative assemblies of member countries of ASEAN, the APEC group, the SPF and the members of the other assemblies which are an integral part of the Asia Pacific Region.

Hopeful to see the membership expanded in the future, the Forum will review the membership when necessary. In this context, consideration should be given to the role of the APPU. The application of different types of status such as associate membership and observer status may be considered if

necessary.

The inaugural meeting will be held in Parliament House, Canberra, Australia, hopefully sometime in December 1991, subject to the agreement of participating Parliaments if necessary.

A steering committee has been established to make necessary preparations for the inaugural meeting. The steering committee will determine the countries which will participate in the inaugural meeting in consultation with the countries concerned.

The Forum will meet once a year.

When necessity arises for the Forum to make decisions, they will be taken by consensus agreement by all participants.

The Forum may establish, as necessary, standing committees to examine issues of relevance to the Forum. The program for the committee work will be determined by the Forum and they will report to the annual meeting of the Forum on their work.

The host, date and place of an annual meeting of the Forum will be determined at its preceding annual meeting.
