Following my letter to you of 4 November 1992 on the Government-LegCo Committee, a number of statements by LegCo Members have reflected an apparent misunderstanding of the Government's position. I thought it might be helpful i£ I sought to clarify matters in this further letter.
The Government remains entirely open about the proposal to set up the Committee. The proposal was made by the Governor in an attempt to identify a mechanism to facilitate discussion between the Administration and LegCo on the handling of the Government's legislative and financial programme s The reaction from LegCo Members to date has been that it has been difficult for the Council to agree on who they should nominate as the legCo participants on such a Committee. Hence the proposal in my letter that communication between the Government and LegCo should continue along the existing channels for the time being.

The Government's and the Governor's - position remains that if LegCo would like to proceed with the Committee, and are able to agree on arrangements for its composition, then we would be very willing to move ahead with the idea. But if LegCo remain unconvinced about the proposal, so be it. As I said in my earlier letter, we look forward to any other proposals LagCo may have for improving channels of communication.
At my meeting with Members on 23 October 1992, I
was asked to let Members have the terms of reference of the Committee. These are attached.
