HONG KONG: AIRPORT PLATFORM CONTRACT: LEGCO FINANCE COMMITTEE DEBATE, 27 NOVEMBER 1992

The Minister may wish to be aware that the LegCo Finance Committee voted to approve the funds to enable the Airport Platform Contract to be let, by 27 votes to 25, (3 ex-officio members not participating and 3 members - David Li, Ron Arculli and Vincent Cheng being absent). I attach a voting

list.

It was a lengthy debate at over three hours; the first two hours were taken up debating a proceedural motion put by Stephen Cheong, designed to defer consideration. As expected the CRC voted against, with the exception of Howard Young (who represents a Functional constituency for the tourism industry); Meeting Point voted against and the UDHK and other independents voted for. One of these, Marvincheung is a member of the Provisional Airport Authority and there was some debate about whether he should be allowed to vote, given his interest. Had he not voted, and had Howard Young not broken ranks with the CRC then, with officials not voting, the result would have been defeat. A closer call than the figures reveal.
