Views of Martin Barrow

I had dinner with Martin Barrow at his home on 14 December. The main points of our discussions of the way ahead on the Governor's constitutional proposals were as follows:-

He expected that the Governor would put his proposals into LegCo unamended. But he hoped
that the Government would do what it could to encourage the emergence of alternative proposals. For example, he hoped that the
Government had sent friendly acknowledgements to those LegCo members who had already produced alternative ideas.
He said that he himself was working on some alternative proposals. He had shared his thinking with Vincent Cheng, but so far with no-one else. He summarised his approach as follows:

on the Election Committee, it was not too difficult to think of an expanded composition which would mirror the categories laid down in the Basic Law;
on the question of one man, one vote, this
was worthy of consideration. would be comfortable with it;
