HONG KONG: SUMMARY FOR DOCUMENTS ON ELECTORAL ARRANGEMENTS
1.
The Secretary of State has asked to see the one page summary commissioned at his meeting with the Prime Minister this morning. The purpose was to emphasise that we had not
kow-towed to the Chinese.
2.
I submit a text which draws on language already agreed with Hong Kong. The Governor wishes to publish the documents and commentary (copies attached) together with this summary at 0800 tomorrow morning our time. It would therefore be helpful to have the Secretary of State's agreement this evening if at all possible.
