the community of experience and high standing, such a body could enable the legislature to continue to benefit from the talents and experience of members representing a wide range of interests.

Since there is no precedent for the Election

Committee system of election to the legislature in Hong Kong's present system of government, it will be important that the role, composition and working procedures of the

Election Committee are established in advance, made clear

in the Basic Law and, in due course, stipulated in detail

in the electoral laws of Hong Kong Special Administrative Region. It would also do much to promote acceptance of the new system if the Chinese Government could reassure Hong Kong people about the principles of the proposed system (perhaps at the time of the plenary meeting of the BLDC or when the Basic Law is promulgated).
