No plans to do so. Diplomatic exchanges normally remain confidential by the agreement of all parties concerned. This is a convention well recognised by all countries. particular instance the Chinese Government suggested publication. We have decided to publish the exchanges in order to make plain the true nature of the discussions which took place, already partially disclosed by Mr. Lu Ping.
