China and Britain are due to hold negotiations on elections in Hong Kong in 1995. Apart from the qualification of candidates, which is a rather sensitive question, both sides will also need to exchange views on the composition of the Election Committee.

Our reporters have heard that China's thinking is to model the composition of the Election Committee on that of the Airport Consultative Committee, with members of the Committee returned by nomination after consulation between the two sides.

A source from the Chinese side said the Basic Law had provided that 10 seats in the first legislature of the SAR

The preliminary thinking of the Chinese side is that the size of the Blection Committee should not be too big.

It is not necessary to to 200 members will be about right. follow the method to be used by the committee to elect the first Chief Executive of the SAR in forming the Election Committee. (Note: the committee to elect the first Chief Executive of the SAR will comprise 400 members from the industrial, business and financial sectors, professionals, and people from the grass-root sectors and political parties, etc.) The composition of the Airport Consultative Committee may serve as a reference.

Members of the Airport Consultative Committee were returned by nomination about half by the British side and half by the Chinese side - and after consultation by both sides. the Chairman, Mr Wong Po-yam, was considered acceptable by both sides at the time the Committee was formed.
