HONG KONG DEMOCRATIC FOUNDATION

PLATFORM

We are an independent, moderate political organisation made up of local people who are committed to developing a pluralistic democracy in Hong Kong. We believe this to be the best form of government to implement the "one country,

"one country, two systems" concept, ensure the high degree of autonomy promised Hong Kong and maintain our stability and prosperity.

We seek to represent a broad spectrum of Hong Kong's society and participate in the political life of the territory by achieving election of our members to the Legislative Council, Municipal Councils and District Boards.

Boards. We will implement our policies through these representatives.

Our aim is to shape government policy in order to make Hong Kong a more open, progressive society in which all people can share the fruits of its success. The following principles and goals will guide us.

Sino-Hong Kong Relationship

1. We support the return of Hong Kong to Chinese sovereignty in 1997 under the concept of "one country, two systems" and in the context of the policy of "Hong Kong people ruling Hong Kong" with a high degree of autonomy.

2. The 1984 Joint Declaration of the Governments of Great Britain and the People's Republic of China represents the inviolable charter under which the Hong Kong SAR will be created.

3. We undertake to vigorously pursue the strengthening of Sino-

Hong Kong relationships in all aspects.

4. As a Hong Kong political group, it is our desire to focus on Hong Kong's internal affairs. However if the stability and prosperity of Hong Kong appears likely to be affected by any policy of the People's Republic of China, we shall reserve our right to express our views on any such policy.

5. We call for the faithful representation of the views of the Hong Kong people in all discussions on Hong Kong matters held by the British and Chinese governments.

The Hong Kong SAR deputies to the National People's Congress should be elected by the Chinese citizens of Hong Kong through the "one person one vote" system .

7. As the power of amendment of the Basic Law is vested in the National People's Congress of the People's Republic of China, we undertake to make representations to the NPC whenever it is considered in Hong Kong's interests for changes in the Basic Law to be made, provided such changes do not contravene the provisions of the Joint Declaration.
