EXPLANATORY NOTE

This Order extends the Official Secrets Act 1989 to Hong Kong with exceptions, adaptations and modifications specified in the-Schedule to this Order to form part of the law of Hong Kong. The exceptions, adaptations and modifications are required in order to reflect that Hong Kong is a tony which has laws of its own, its own administration and permanent residents.
