Further to your minute of 26 October and our subsequent telephone conversation, I have now had a response from Hong Kong about the question of travelling expenses for Hong Kong police officers who might be brought to the UK to attend selection boards.

2. Hong Kong have asked whether we could apply the same arrangements to police officers as have been applied to HMOCS administrative officers. This would mean that the Hong Kong Government would forward annual confidential reports for the last three years together with a detailed assessment and recommendations of potential candidates. In the case of Administrative Officers, their reports and recommendations are considered by the FCO postings board and the candidates themselves do not need to attend an interview.

3. I would be grateful if you could let me know whether a preliminary assessment system of this sort could be adopted for police recruitment of overseas candidates. Hong Kong are unwilling to advise officers to come to the UK at their own expense unless it was for something like the final selection board interviews.
