Detailed assessments of the financial and staffing implications of the proposed measures will be made when individual measures are brought forward for approval.

PUBLIC CONSULTATION

No public consultation has been conducted specifically for these proposed measures. However, views expressed through District Boards, District Fight Crime Committees, the OMELCO Panel on Security, professional bodies and the media are that the public would like to see immediate effective measures being implemented to curb triad activities.

PUBLIC REACTION

The general public can be expected to welcome the proposed measures. Many would agree that Government and the community make a concerted effort to tackle this serious problem. Some might remain sceptical about the effectiveness of these measures in persuading members of the public to report triad activities and to become witnesses in the courts testifying against triad members. Others would be concerned that the proposed legislation to counter organised crime including triads should strike a balance between giving the Police the necessary powers whilst protecting the rights of the individual.

Suitable publicity will be arranged when the Administration is prepared to launch any of the proposed measures set out in paragraph 18. No Legislative Council brief will be issued at this stage.
