INTRODUCTION
This memorandum informs Members of additional measures proposed to combat triad activities in Hong Kong in view of the public's general concern about the growing influence of triad activities.

The measures proposed are as follows -
a new anti-triad education programme aimed at all levels of society should be mounted. The programme should highlight the role the public can play in the fight against triads [paragraph 18(a)];
an effective witness protection programme should be introduced [paragraph 18(b)];
legislation should be enacted to provide the Police with the necessary evidence gathering and investigative
to powers
triads prosecute
successfully [paragraph 18(d)];
the Judiciary be made fully aware of the triad problem so that a serious view may be taken when awarding sentences for organized crime and triad offences [paragraph 18(e)]; and
the Police should continue their visible overt operations against triad members and societies [paragraph 18(f)].
BACKGROUND

On 21 January 1992, having reported to the Council on the state of crime as outlined in memorandum XCCI(92)1, the Commissioner of Police undertook to submit proposals on how to tackle the problem of triad activities and improve public confidence in the Government's ability to handle the situation.
