HONG KONG AND THE COMMONWEALTH SECRETARIAT COMMERCIAL CRIME UNIT

1. I enclose a copy of a self-explanatory exchange of correspondence which I have had with the Deputy Solicitor General in Hong Kong.

2. You will see that I have been asked to 'extricate' the Hong Kong Government from their involvement with the Commonwealth Secretariat Commercial Crime Unit. I am quite prepared to do this, provided that you have no objection. It does seem rather odd however that we should be asked to act in this way on behalf of the Hong Kong Government?

In terms of the service provided by the Crime Unit, Hong Kong has always dealt directly with the Secretariat. The fact that Britain receives a financial contribution from Hong Kong towards our share of the cost of the Unit is a bilateral matter and in no way affects the Secretariat.
