I attach for your perusal Staff Reports on the Chief Justice by the Governor and on District and High Court Judges by the Chief Justice.

2. As Mr Ricketts has remarked, there seem to be a worrying number of Judges who are thinking of leaving in the next 18 months or so.

I would be grateful for- any, thoughts you may have on, how we might be able to help in trying to strengthen the Judiciary. As you know, following the debacle: on the Court of Final Appeal, the Chief Justice, amongst others, is supposed to be considering how we might persuade good foreign lawyers/judicial officers to sit on the bench in Hong Kong pre-1997 and after. Do you have any thoughts on this aspect?
