On 12 May 1987, Executive Council endorsed a package proposals relating to the Judiciary with a view to making it more attractive to local lawyers. Extensive consultations had been held with the Chinese side. Expert Talks were held on
14 October 1987, and on 9 March 1988, Day 2 of JLG IX. 1 July 1988, the Chinese side indicated agreement with the outstanding issue relating to security of tenure for judicial officers other than judges, thereby signifying full agreement with the package of measures proposed by the British side.
