The Limited Compensation Scheme was cleared with FCO in
an exchange of telegrams and letters in 1986. The Scheme was also specifically approved by ExCo and a copy of the minute delegating authority from the Governor to the Chief Secretary
the Secretary for the Civil Service is attached. ExCo has also specifically approved the retirement of overseas Administrative Officers at the age of 57, instead of 60 under the New Pension Scheme, in the interests of localisation.
Mr. Broadley originally asked for an extension of his service for one year and this was approved. He has now been directed to retire at age 58. Nevertheless he remains unhappy and has stated that he wishes to continue in the service until age 60. Mr. Broadley has a mediocre service and his retirement under the LCS would provide opportunities for the advancement of localisation.
