Given that what we are looking for is evidence that the Secretary of State did in fact delegate his powers under CR55, this seems to be a fairly tenuous link.

4. Mr Waters in his letter of 12 June, suggests that the delegations approved by the Secretary of State in 1991 for the Governor to make appointments to all but the most senior ranks might be relevant. I attach a reference. He suggests that if the Governor can now appoint an AOSGC, perhaps can he similarly retire him.
