We discussed this today.
I agreed to delegation of authority as in para 2 of M.1 providing that SCS keeps in touch with CS on cases involving Directorate officers below Secretary or Head of Department level.-- Similarly, CS will keep in touch with me informally about cases involving Heads of Department or Secretaries.

In this way we can try to ensure that the political sensitivities involving difficult cases are fully taken into account and also that the Governor's position as the point of final appeal is maintained.
