1. I refer to your minute of 29 September to Mr Stone and my minute of 13 October to you. I now attach a draft submission on this subject and would be grateful to have your comments as soon as possible.

In particular, please could you tell me whether I have sought the Secretary of State's approval for the Governor to delegate the power to retire officers in the right way. In your minute to Mr Stone you said that there was no need to write this directly into the Colonial Regulations. However, is it still necessary for this authority to be given under a particular Colonial Regulation or would XIV (2) of the Letters Patent be applicable?
