This wording would better cover all possible For example an overseas officer could have been selected for appointment on agreement terms by the Crown Agents and subsequently converted to permanent and pensionable terms.
He was then enrolled as a member of AMOCS by the Secretary of State.
However he was not selected for appointment by the Secretary of State.
