Regulation 59 with the approval of the Secretary of State. The draft submission which I sent to you on 15 October also contained a recommendation about the delegation of the power to retire officers. Is it possible to gain both the approval for Regulation 93 and the delegation of the authority in one go or do I need to follow a different procedure?
I attach an amended version of Regulation 93 which takes into account the points made by Hong Kong and would be grateful for your comments.
