HONG KONG: AUTHORITY FOR PREMATURE RETIREMENT TO EFFECT
CONSTITUTIONAL CHANGE
Problem
1.
To tie up a loose end, by giving the Governor authority to
require civil servants in Hong Kong to retire for reasons of
constitutional change.
Recommendation
2. I recommend that the Secretary of State should approve an Addition
amendment to Section J (Retirement) of the Colonial
Regulations which would apply to Hong Kong only.
