HMOCS: Posts in Other Dependent Territories
British Dependent Territories was raised by the Hong Kong The question of senior posts in the remaining smaller/ The qependent Territories was raised HMOCS Association when they met Mr. Goodlad during his recent visit to Hong Kong and also during the visit of the FCO/ODA team in early May. The Association feel strongly that as the last serving members of HMOCS, their members should have a prior claim for consideration for such posts as may arise in the remaining Dependent Territories. They take the view that, in terms of the 1960 White Paper and other commitments by HMG to HMOCS, they are justified in expecting to be considered for such posts before anyone else.
This point has already been made at the working level in a letter from Michael Waters of Civil Service Branch here to Tunstall in Personnel Management Department. Nevertheless I think it is worth alerting you to the issue. Proper handling of it could help to alleviate some of the bruised feelings there are likely to be on other aspects of arrangements for HMOCS. Furthermore, there is no doubt that the members of HMOCS here form a rare pool of talent which certainly should be drawn on for leading roles in other Dependent Territories.
