I spoke to John Moss, Vetting Section, Security Department (210 4033) about the attached letter from Mr Brewster, Security Division, Cabinet Office.

What used to be called (pre-1990) Normal Vetting (NV) now equates to either Positive Vetting (Secret) (PV(S)) or a Reliability Check/Counter-Terrorist Check (RC/CTC). former Positive Vetting (PV) is now known as Positive Vetting (Top Secret) (PV (TS)). There is also a more extensive form of vetting known as Enhanced Positive Vetting (EPV).

These various levels of vetting obviously require checks of varying degrees. Mr Moss could only provide the following details for posts within the FCO. He said that vetting procedures in other Government Departments and the Armed Services may vary.
RC/CTC
For posts requiring the least extensive form of vetting there is a residence requirement of 3 years. Those responsible for vetting carry out a record check over the 3-year period.
PV (S)
For PV(S) posts there is a residence requirement of 5 years and a record check would be carried out over this 5-year period.
PV (TS)
For PV (TS) posts there is a residence requirement of 10 years (a record check for this period is carried out) but those responsible for vetting would make fuller enquiries over the last 5 years. For example they would arrange to interview, in person, previous employers, personal and academic referees, etc.
EPV
For EPV posts there is a residence requirement of 10 years but fuller enquiries would be made over the 'whole life' (usually a 10-year period) of the applicant.

These requirements are not absolutely hard and fast. can vary depending on the circumstances of individual applicants.
