HMOCS: POSTS IN OTHER DEPENDENT TERRITORIES

After having consulted other interested FCO departments (Hong Kong Department and WIAD), I have in fact already responded to Mr Waters' (Hong Kong Civil Service Branch) letter about the opportunities in the Dependent Territories for HMOCS officers in Hong Kong. I have also informed him of the ODA views (paragraph 5 of my letter refers). I attach a copy of my letter of 7 July to Mr Waters. Basically, we remain sympathetic to requests from the Hong Kong HMOCS officers for consideration for jobs in the Dependent Territories. But we need to bear in mind current FCO policy that we should build up our own cadre of expertise in Dependent Territories work, and that aplications from Hong Kong HMOCS officers need to be considered alongside applicants from the DS with experience of Dependent Territories duties. However, I have sent Mr Waters a list of expected vacancies in the Dependent Territories to the end of 1994, which he may wish to notify to those HMOCS officers who express interest.
