We had in fact been discussing with other departments concerned (PMD, WIAD) a line to take on this issue in our further contacts with the HMOCS Association in Hong Kong. This line, which is entirely consistent with the PUSS

ruling, needs to be shown to the HKG before it is used with

the HOMCS Association. We can do this at working level with

the HKG. But I recommend that the PUS send the new Governor a brief acknowledgement of Lord Wilson's letter, foreshadowing this effort to be as helpful as possible to Hong Kong HMOCS officers seeking posts in other dependent territories. I submit a draft letter from the PUS.
