1. I should like to chip in to the minuting on this
subject (attached), which I have only just seen.
2.
The PUS has commented that HMOCs officers in Hong Kong
can be considered with others on their merits, but with no priority over Diplomatic Service officers. I believe that this meets the requirements set out in Lord Wilson's letter
of 1 July. But that letter itself remains unanswered. We are, as you know, conducting our exchanges with the HMOCS Association in Hong Kong, and our more formal correspondence with the Hong Kong Government on this issue, under the cloud
of a potential judicial review if the HMOCS Association are dissatisfied with our eventual proposals.
3. I should therefore prefer the files to show that we
had responded to Lord Wilson's letter in as forthcoming a way as possible, consistent with not misleading the HMOCS Association or raising expectations unfairly.
