HMOCS: POSTS IN OTHER DEPENDENT TERRITORIES
1. David Wilson wrote to me on 1 July about the interest among members of the Hong Kong HMOCS Association in senior posts which may come up in the remaining British dependent territories.
2. I know that you are taking a close interest in the arrangements for HMOCS officers in Hong Kong. I therefore wanted to let you know that we have taken fully on board the points made by David Wilson. We accept that some of these officers may well have much to offer the smaller Dependent Territories. We have already arranged for information about vacancies in the Dependent Territories to be notified to your Civil Service Branch for circulation among HMOCS officers. We will also be clearing with your people a line for British Government negotiators to take on this issue in their continuing discussions with the HMOCS Association. The main point is that, bearing in mind the needs of the Dependent Territory concerned, we will treat applications from members of HMOCS and the Diplomatic Service on their merits, and on an equal basis. We could not give HMOCS officers priority over Diplomatic Service officers. But I think that our approach meets the main requirement described in
David Wilson's letter.
