MAIN DUTIES/RESPONSIBILITIES OF HEAD OF REGIONAL DTS
SECRETARIAT IN BRIDGETOWN
1.
In conjunction with the Head of BDDC and his staff, and with Governors, initiate, work up, implement and account for programmes under the ODA bilateral and regional programmes for the Caribbean DTS and report, as appropriate, to Aid and Diplomatic Wings.
2. In conjunction with WIAD and Governors initiative, work up, implement and account for programmes for funding under WIAD's Good Government programme.

To assist Governors and WIAD in managing the political dimension of relations between HMG and DT Governments in furtherance of WIAD objectives.
4. Draw up draft country policy programmes for each DT comprising developmental and good government criteria for the joint management of HMG and DT government resources over a 3 year cycle, lead the UK delegation at the triennial talks where those programmes are agreed with DT governments and at the annual review meetings in each DT.

Bid for funding in the annual Aid Framework round to meet the reasonable needs of the DTs; bid for funding in the DW TMR and PES round to ensure adequate funding for good government programmes. Assist other Government Departments to quantify their bids for funding for the DTS.

6. In conjunction with WIAD and Governors initiative and implement programmes for the good government of DTS (e.g. anti-corruption) which have little or no financial implications for HMG.

7. Advise other Government Departments on the most effective use of their funds on projects in the Caribbean Dependent Territories.

8. Keep in in touch, through WIAD and the High Commission at Bridgetown with regional developments and encourage DT Governors to play as full a part as possible in regional organisation.
