HEAD OF REGIONAL DEPENDENT TERRITORIES SECRETARIAT,

Policy formulation, co-ordination and implementation especially in the ability to bring together the various resources available in the Diplomatic Wing (Good Government Fund), ODA (the Aid Programme) and other departments.
2. Management and overall financial control of aid programmes within agreed Aid Framework and other allocations. ODA budget in region of £20 million, DW budget £1.9 million in 1993/94.

Advice on new policy/project initiatives especially those involving multi-disciplinary assessments. In addition to professional advisers in BDDC (see Overseas Reference List), a Regional Financial Services Adviser is based in the High Commission and other advisers work from WIAD.

Political skills dealing with elected Ministers to persuade them to adopt policies consistent with HMG's. occasion HMG's policy may conflict with that of the DT governments.) Good negotiating skills are therefore also required.

Management, especially interpersonal skills. It will be necessary to establish good working relations with DT Governors, Ministers and officials (initially there may be some suspicion and even some hostility); with the Head of BDDC and his advisers, and technical co-operation personnel; and with High Commission staff and WIAD.
6. Readiness to travel air travel within the Caribbean is subject to many airport and aircraft changes, delays and cancellations with few direct routes. It will be necessary to visit the Dependent Territories frequently.
