NEW DS4 COUNSELLOR POST: HEAD OF THE REGIONAL DEPENDENT TERRITORIES SECRETARIAT, BRIDGETOWN

1. Following the recent agreement for the establishment of a new Regional Dependent Territories (DTs) Secretariat in Bridgetown, applications for the above post are now invited from DS4 officers.

The Secretariat will comprise a DS Head, one or two Diplomatic Wing support staff, those British Development Division in the Caribbean administrative personnel who are primarily engaged on DT programmes, and any advisers funded from the Diplomatic Wing's Good Government Budget. BDDC's cadre of specialists/professional advisers, who have regional responsibilites for both the DTS and independent Caribbean

countries, will continue to advise on projects and programmes in the DTS. The Head of the Secretariat will liaise with the High Commission at Bridgetown on regional issues.

3. The execution of HMG's responsibility for the Caribbean DTS, including aid programmes, will fall to the Head of the Secretariat. He will be responsible for preparing policy advice on the deployment of all HMG's resources in the Caribbean DTs, working closely with the Head of BDDC and Governors. The Head of the Secretariat will report jointly to West Indian & Atlantic Department on political and good government matters, and to the ODA geographical Under Secretary on aid policy and the use of aid

funds.

Applicants for the post should have experience of political and aid management work in a developing country. The requirements for the Head of The Secretariat are as detailed in Annex A to this circular. The main duties and responsibilities are as outlined in Annex B.

5. The successful candidate will be expected to take up the appointment in Bridgetown at the end of December 1992, or as soon as possible thereafter. There will be a lead-in period of about 2-3 weeks consisting of briefing in FCO (both Wings) and a possible short familiarisation visit to the Dependent Territories during December. The length of the posting will be 3 years, comprising 2 tours each of 18 months.
