I should be glad to contribute to a submission on employing Hong Kong HMOCS officers in other DTS, as suggested in your minute of 19 August to Sir J Coles. But our views have already been reflected in Mr Beamish's earlier minute on this subject.

2. So far as WIAD is concerned, the bottom line is getting the right people for Governors' posts in the Caribbean DTS. We have no objection to Hong Kong HMOCS officers being considered. But, quite apart from the need to build up a cadre of DS officers with DT expertise outlined in Mrs Sutherland's minute of 18 August, not sure how relevant their experience might be. highly-developed, densely-populated, rich, sophisticated and predominantly Oriental circumstances of Hong Kong are quite different from those of tiny, sparsely-populated Caribbean islands with scant resources, underdeveloped infrastructures, fragile local administrations and different political backgrounds.
