HM OVERSEAS CIVIL SERVICE (HMOCS): POSTS IN OTHER
DEPENDENT TERRITORIES
Problems
1. A possible conflict between Ministers' recent decision to
develop a cadre of Diplomatic Service (DS) personnel specialising in work in the Dependent Territories (DTS), and the Government's long-standing policy commitment to do "all in
our power" to assist HMOCS who leave the service to find other
suitable employment, including on contract in other "colonial
territories". What line should Mr Goodlad take when in Hong
Kong on 7 September?
Recommendation
2.
I recommend:
(a) that we should treat applications from members of HMOCS
