We spoke yesterday about the draft submission circulated under cover of Mr Cox's minute of 25 August. You indicated that WIAD had no problem with the policy we were advocating that HMOCS officers should have equal treatment with DS officers in consideration for DT posts. Your only real concern is that the best person for the job is recruited, and that that person should be available for a reasonable period so that his experience is retained.
2. I have revised the submission to reflect this position. But I now consider that there is no issue of policy on which Ministers need to be approached. It seems that the only issue outstanding is one of how this policy can be squared with the Administration's internal problems (too many senior DS personnel and not enough posts?).
3. You said that Mr Baker would be willing to speak with PMD about the subject. It would clearly be best all round if we can sort this out without the need to minute again to the PUS- and before 7 September.
