Dear Peter

HMOCS: HOME CIVIL SERVICE:

SECURITY VETTING AND RESIDENCE

19

Thank you for your letter of 4 August 1992.

UK

I have looked at the note ("HMOCs officer's and Dependents: Public Service Appointments") against the criteria you suggest in paragraph 3 of your letter. At a couple of points I think it runs the risk of being misleading and I would suggest two specific amendments.

First, in the paragraph headed "Residency" (shouldn't this be Residence"?), I suggest for accuracy that the last sentence should begin: "Before or after 1997 ..." This is not something that will change by virtue of the creation of the SARG.

·

Second, in the section headed "Vetting", I think the note presents a rather confusing picture. I suggest, first, that the last sentence of the first paragraph be deleted. Sub-paragraphs (b) and (c), together with the text that follows them, might then be replaced by the following:

Jules,

a waiver of residence rul

"In the Home Civil Service, whilst most posts do not require security vetting, the majority of those at senior levels do. It should, however, be noted that only a very small number of posts at these senior levels are subject to open competition, most of them being filled internally. Security vetting is required for all posts in the Diplomatic Service, and most posts in the armed forces.

It is not possible to give general assurances about security clearance:

every case is considered individually on its merits in the light of the information available.

Where individuals live overseas, this information is currently obtained
