Your problem may be, not so much stating the policy as treating such categories equally and on their merits, as getting the members of HMOCS to believe that they will have an equal chance against a Diplomatic Service candidate. the absence of a FCO department or Under Secretary having responsibility for HMOCS (to which I drew attention some years ago), that would not be difficult to understand.
