1. The PUS was content that he should delay replying to Mr Patten's letter of 20 August to see what the HMOCS Association said to Mr Goodlad in Hong Kong and to give time for our Legal Consultant to comment on the contention that the HMOCS claim for priority

consideration was "undoubtedly correct".

2. The Association met Mr Goodlad on 7 September. did not raise the question of employment in other DTS. Our Legal Consultant has also commented on the question of priority consideration for posts in other

DTS.

In summary, he concludes that neither the contents of the relevant 1954 and 1960 White papers nor subsequent practice provide a basis for a claim for prior consideration. He also concludes that it is quite proper for the FCO to build up a cadre from which DT posts may be filled and such office holders must have a fair chance of promotion posts.
