For an overseas officer who takes annual leave with passages (including modified annual leave with passages in accordance with the arrangements set out in CSB Circular No. 13/87) in the numerical year (1 January to 31 December) which includes the material date, the amount of vacation leave that will be credited to his leave account in respect of that year will be 19 days multiplied by the proportion which the part of the year preceding the material date bears to the full year, i.e.
