Looking back it appears that CSB Circular No. 6/85 would have applied to the Judiciary when first issued. However the ExCo decision in 1986, granting the right to agreement officers to transfer to permanent terms without mention of 28 March 1985 deadline, may have superseded the CSB Circular.
The attached papers, which are bulky and some of which are confidential, are being sent by bag.
