Subject to your agreement to the terms and conditions of service and to confirmation of your appointment, it is proposed that you should proceed to Hong Kong as soon as is convenient. I understand that no definite date has been set. Arrangements for your flight and other administrative details will be handled by the Hong Kong Government Office, 6 Grafton Street, London W1. You should contact Mr M M Swan there as soon as possible after receiving the letter which confirms your appointment.

I attach for your information, in addition to the Memorandum, copies of Hong Kong Civil Service Branch Circular No 3/81 concerning the Prevention of Bribery Ordinance (Cap. 201 of the Laws of Hong Kong), the Acceptance of Advantages Regulations and the Civil Service Regulations on entertainment, outside work and investment and of the Quartering Guide.
