MEETING WITH THE CHIEF SECRETARY: 2 JULY
1. The Secretary of State and Mr Patten will meet with Mr Portillo at 9.00 am on 2 July to discuss arrangements for members of Her Majesty's Overseas Civil Service (HMOCS). I
submit:
points to make and defensive points;
- a short background note on the issues;
copies of key recent correspondence: the Secretary of State's minute of 22 June in reply to Mr Portillo's of 17 June; and copies of the Secretary of State's minute to the Chief Secretary of 1 May and to the Chancellor of 12 June. Many of these points were re-hashed in the earlier correspondence with the Chief Secretary, which I have not
therefore attached.
