We discussed briefly on the telephone that the paper needed to be more digestible to Ministers. With this in mind, we agreed not to include any graphs, but instead to put the relevant tables showing costings under each of the options (ie where you have the heading "potential cost"). We also agreed to add a line under each table indicating the spread of costs over time.
I also think it would be clearer if the factors underlying the
options (fixed at 1992 salaries, uprated for UK RPI etc) were set out at the beginning of the paper. You should therefore move the
section titled "Notes" up-front before option A, rename it "Assumptions underlying all options", and amend as follows:
