As requested at the Secretary of State's office meeting this morning, I submit a draft OPD (K) memorandum. The Secretary of State wanted to be in a position to circulate this immediately after his rearranged meeting with the Chief Secretary on 16 November, in case it was necessary to seek discussion at OPD (K) on 18 November of outstanding issues. also submit a short draft Private Secretary letter to the Chief Secretary's Private Secretary.

The draft OPD (K) memorandum has been cleared with ODA officials. It includes the point that arrangements for HMOCS will require separate PES provision from 1997 onwards.
