HONG KONG : ARRANGEMENTS FOR HMOCS OFFICERS

The Chief Secretary and the Foreign Secretary are now meeting to discuss this on 16 November.

The Foreign Secretary attaches importance to reaching decisions on HMOCS issues next week, during the visit of the Governor of Hong Kong.

He hopes that it will be possible to reach agreement at his meeting with the Chief Secretary on 16 November. But if not, he would propose to raise the political issues involved at OPD (K) on Wednesday 18 November. As contingency planning for that, officials here have produced the attached draft OPD (K) memorandum, covering a copy of the agreed officials' paper with costed options. The Foreign Secretary thought that the Chief Secretary would wish to have sight of this paper before their meeting on 16 November.
